Thune writes key memo for START talks

SD Sen. John Thune has penned a memo (pdf) for the Senate GOP, setting the groundwork for how the party should deal with the follow-on to the December 5 expiration of the Strategic Arms Reduction Treaty.

A rising star in the GOP, Thune's potential 2012 presidential resume is a tad thin on foreign affairs.

Taking a high profile role on this issue is an interesting way for him to win over some conservatives, get him some important face time on conservative media outlets and most importantly, allow him to expand his issue Rolodex.
