Sanford speaks to Children of Israel tonight

South Carolina Gov. Mark Sanford (and self-proclaimed Moses) is delivering his "State of the State" tonight at 7 PM, broadcast on South Carolina ETV.

Two major goals:

restructuring much of the state's bureaucracy into a Cabinet-level agency and imposing caps on spending are two ideas that have better chances of reaching his desk this year after failing in the Senate last year.

He thinks the recession presents the opportunity to streamline. Also on his agenda: tax breaks for school choice.
